Do you think God really promotes submissiveness?

It seems like the Bible glorifies submissive behavior especially to the ruling government. Does this sheeple mentality apply if the ruling establishment is fundamentally corrupt and ruthless. Should we just lie down and let them have their way and wait for the G-man to intervene? Or should we stand up for our beliefs and our freedom by participating in civil disobedience? It seems like the Israelites/Early Christians were always enslaved and or persecuted. It's not that I condone violence or lawlessness. Just seems like God would want us to solve some of our own problems and ert our right to live free.
