Water Trouble?

I have a 10 yr arab gelding, who is perfect is everyway. Except when we go to cross any water on a trail. I have tried everything from being really sweet and coaxing him over, to be really mean and whipping him. but most of the time I have to get off and lead him over. I am a pretty experienced rider but I am puzzled by this water thing. Anyone have any tricks.
