Instead of pushing for more bad loans ala CRA, wouldn't it be better to have financial literacy programs?

IF Bush hadn't been so concerned about the politics of his "ownership society" and hadn't changed the rules of lending, "bad loans" wouldn't be a concern. It would be better if we had regulations that protected consumers and sent illegal lenders to prison.
